Kevin Martin Scott v The Information Commissioner

The Appellant lodged an appeal using the GRC1 form on 1 November 2025. The appeal was incomplete as the Appellant did not include a dated copy of the decision notice they sought to challenge and several parts of the form GRC1 were not completed, including the statement of truth.

By Directions and email dated 5 November 2025 the Appellant was required to provide a copy of the Decision Notice that they wished to challenge to the Tribunal and a completed form GRC1 within 28 days. The Appellant did not comply with that Direction. The Appellant emailed supplementary information to the Tribunal on 5 and 6 November 2025, but not a fully completed GRC1 form or a copy of the Decision being appealed stating there is a right of appeal to the Tribunal.

By Directions dated 12 December 2025 the Appellant was directed by 30 December 2025 to provide a copy of the Decision Notice that it wished to challenge and a completed GRC1 form to the Tribunal.

The Appellant was directed to note that failure to comply with this Direction could lead to the Tribunal striking out the appeal for failure to comply without further direction.

The Appellant emailed the Tribunal with further supplementary information on 18 December 2025, but has not as yet sent either a copy of the decision under challenge or a completed form GRC1.

The Appellant failed therefore to comply with the Direction dated 12 December 2025 and accordingly there are grounds to strike out the appeal.
